Disaster Ready Collier County (DRCC) is a nonprofit disaster organization that demands the highest ethical performance from its members. All member agencies are required to sign this Member Registration Agreement and Code of Ethics and Conduct certifying that, in delivering services and in all other DRCC activities, member agencies and their representatives will uphold the following community values, goals and membership requirements.
Disaster Ready Collier County Values and Goals:
• We deliver hope and effective disaster services to Collier County residents from all walks of life;
• We embrace the diversity of our residents and neighborhoods and seek to build connections across racial, ethnic, gender, religious, economic, and neighborhood differences to care for one another as community neighbors;
• Working together we seek to clarify roles and responsibilities among member organizations to address unmet needs, promote efficient use of resources, reduce duplication of efforts, and expand community assets;
• We are eager to share information and resources to coordinate disaster services, with special attention to our most vulnerable residents; and
• Local civic, social, cultural and educational organizations, various businesses and industries, can all play a role in disaster preparation, mitigation, response, and recovery as part of a ‘whole community’ approach to emergency management that builds more effective pathways for safety and community resiliency.
Membership Requirements:
• Uphold the mission and purpose as stated in the Bylaws of Disaster Ready Collier County
• A member representative will attend meetings on a regular basis.
• Each member organization and associate member agency will complete a Registration Agreement and Code of Ethics and Conduct in the form approved by the Board of Directors and membership from time to time.
• Our agency or organization will maintain current contact information, emergency means of communication, and available disaster-related resources in the Disaster Ready Collier County database repository to benefit other members and the general public.
In living out these values, goals and membership requirements, no member representative will engage in the following actions:
1. Personal Use: Authorize the use of or use for the benefit or advantage of any person, the name, emblem, endorsement, services, or property of Disaster Ready Collier County, except in conformance with DRCC business.
2. Financial Advantage: Accept or seek on behalf of any other person, any financial advantage or gain of other than nominal value offered as a result of the member’s affiliation with the DRCC.
3. Affiliation: Public use any DRCC affiliation in connection with the promotion of partisan politics, religious matters, or positions on any issue not in conformity with the official position of the DRCC.
4. Confidentiality: Maintain the confidentiality of the organization and as it conducts business as well as board meetings, discussions and/or committee meetings and discussions.
5. Improper Influence: Knowingly take any action or make any statement intended to influence the conduct of DRCC in such a way as to confer any financial benefit on any person, corporation, or entity in which the individual has a material interest or affiliation.
6. Conflict of Interest: Operate or act in a manner that creates a conflict or appears to create a conflict with the interests of DRCC and any organization in which the individual has a personal, business, or financial interest. In the event there is a conflict, DRCC has a structured conflict of interest process. First, the individual shall disclose such potential conflict of interest to the Chair of Disaster Ready Collier County. Next, a decision will be made about the conflict of interest, and, where required, the individual may be required to recuse or absent himself or herself during deliberations, decisions and/or voting in connection with the matter.
7. Retaliation: Retaliate against any member who seeks advice from, raises a concern with or makes a complaint to an officer or other member of DRCC, or any whistleblower program, about fraud, waste, abuse, policy violations, discrimination, illegal conduct, unethical conduct, unsafe conduct, or any other potential misconduct.
8. Contrary to the Best Interest of Disaster Ready Collier County: Operate or act in any manner that is contrary to the best interest of DRCC.
Nothing in this Member Registration Agreement and Code of Ethics and Conduct will be construed to impose on the member any additional liability. Any provision of the Member Registration Agreement and Code of Ethics and Conduct that is inconsistent with the State of Florida’s sovereign immunity statutes will be considered null and void. Each member agrees to assume its own liability and responsibility for the acts, omission, or conduct of such member’s own employees, contractors, agents, or representatives in relation to Disaster Ready Collier County, subject to the provisions of Section 768.28, Florida Statutes, and other applicable law.
On behalf of the member agency or organization, as authorized signatory, I certify that I have read and understand the Membership Registration Agreement and Code of Ethics and Conduct of Disaster Ready Collier County and agree that all member representatives will always comply with them, as well as applicable laws that impact the organization.
The representatives listed below each affirm that they have no personal, business, or financial interest that conflicts, or appears to conflict, with the best interests of the Disaster Ready Collier County. Each further affirms that the information registering the agency below as a member of Disaster Ready Collier County is correct. At any time during the term of my affiliation with Disaster Ready Collier County, should an actual or potential conflict of interest arise between my personal, business or financial interests and the interests of the Disaster Ready Collier County, each agrees to: (1) disclose promptly the actual or potential conflict to the Chair of Disaster Ready Collier County; and (2) until the Disaster Ready Collier County approves actions to mitigate or otherwise resolve the conflict, refrain from participating in any discussions, deliberations, decisions and/or voting
related to the conflict of interest.
